On September 18, 2018, City Council directed staff to research an Equal Access Ordinance that standardizes translation services in the three most commonly used non-English languages in the City of Richmond. At the request of the City Council, staff conducted research and provided a presentation to the City Council on November 27, 2018.
Next steps include, but are not limited to:
Continue and expand interdepartmental meetings with additional City departments to understand current translation protocol and challenges
Conduct an inventory of current translation services offered by City departments prior to developing cost estimates
Collaborate with community partners with expertise in the area of language access to recommend languages for inclusion in this policy
Collaborate with the Richmond Government Alliance on Race and Equity (GARE) and Health in All Policies (HiAP) team to assist with strategies to reach equitable outcomes for the community
Prepare policy options and potential implementation strategies
Consider incorporating the Equal Access Ordinance policy recommendations into the draft Community Engagement Toolkit developed by the City Manager’s Office, Community Development, Environmental and Health Initiatives Division
